The Construction Industry Federation (CIF) has released its Budget 2024 submission, which insists that sustained government investment and progressive tax and workforce policies are needed to enable the construction industry to deliver on Ireland's ambitious development targets.
Key points from the CIF Pre-Budget submission:
- The construction industry is critical to Ireland's overall economic health. It accounts for 6-7% of GDP and employs over 120,000 workers.
- Housing supply is still lagging behind targets. CIF calls for measures to accelerate supply, including reforms in planning, taxation and licensing.
- Recommendations are made to expand apprenticeships, upskill workers, and promote construction careers to address the skills shortage.
- CIF advocates for tax measures like retaining the 9% VAT rate on residential construction and restoring tax credits for R&D expenditure.
- Government investment in productive infrastructure like schools, healthcare facilities and public transport is urged.
- Support for retrofitting through home improvement grants and 0% VAT on repair, maintenance and improvement work is requested.
- Recommendations are provided on sustainability, including energy efficiency incentives and growth in renewable energy.
- CIF argues that prompt payments legislation must cover the entire supply chain to improve cash flow for firms.
- They call for consideration of inflation-linked contracts to offset rising input costs.
- Other asks include expanding support for modern methods of construction and establishing a Construction Sector Group.
