Beyond Oil & Gas Alliance (BOGA) has been launched as part of COP26. BOGA is a first-of-its-kind alliance of governments that are determined to set an end date for oil and gas exploration and extraction. The alliance is seeking to curtail new licensing and undertake other measures to phase out oil and gas production in line with the existing Paris Agreement.
Ireland joined other other nations and sub-nations – Costa Rica (co-chair); Denmark (co-chair); France; Greenland; Quebec; Sweden; Wales; California; and New Zealand – in making today’s milestone announcement.

Speaking at the launch of BOGA Minister for the Environment, Climate and Communications, Eamon Ryan T.D. said:
“Ireland is leading the way in incentivising the transition to renewable energy and putting ourselves on a pathway to net zero, by legislating to keep fossil fuels in the ground. The decision we have made today, to join the Beyond Oil and Gas Alliance, sends a powerful message that we are moving irrevocably away from fossil fuels towards a renewable future – both in Ireland and internationally.
“Through the Climate Act 2021, Ireland has closed the door on new exploration activities for oil and gas. There is no longer a legal basis for granting new licences. In line with Irish Government policy of keeping fossil fuels in the ground, we are also currently legislating to prohibit exploration for and extraction of coal, lignite and oil shale. As a core member of BOGA, Ireland will lead by example and share our experience of legislation so that we can all move towards a fossil free future.”
BOGA is an international coalition of governments and stakeholders working together to facilitate the managed phase-out of oil and gas production. The coalition aims to elevate the issue of oil and gas production phase-out at international level.
Founding members sign up to the BOGA Declaration, pledging to support a socially just and equitable global transition. This will be followed-up by concrete action, with core members committing to end new concessions, licensing or leasing rounds, and promoting dialogue on the need for a managed and just phase-out.
BOGA recognises that members may be locked into granting certain permissions, due to existing contractual/legal commitments. It seeks to set a clear direction of travel, taking an ambitious ‘glide path’ approach to phasing out production, rather than an impossible ‘nose-dive’.
Commenting further, Minister Ryan remarked: “By prohibiting offshore oil and gas exploration, not only are we doing what we need to do to address climate change, we are also protecting our biodiversity which is intrinsically linked to climate change. I look forward to using the platform that BOGA will provide to raise the profile of international dialogues on oil and gas phase-out.”
GMIT has opened the its newly built Innovation Hub (iHub) and Medical Imaging Suite at the Galway (Dublin Road) campus.
GMIT’s iHub has doubled in size to 2,400 m2, accommodating hi-tech incubation space for eleven dedicated MedTech R&D units; seven incubation units for start-ups in the Software, Digital Tech, Connected Health sectors; a co-working space; an events space; social hubs and breakout meeting and networking areas.
It provides a dedicated entrepreneur hub space for GMIT researchers, staff, undergraduate and postgraduate students and industry to work collaboratively on the creation and development of innovative ideas for new products and services that can compete on a global scale. It supports Enterprise Ireland’s New Frontiers programme and the dedicated women’s entrepreneurship EMPOWER programme implemented in collaboration with CUA partners IT Sligo and Letterkenny IT and funded by the European Social Fund as part of the Programme for Employability, Inclusion and Learning.
Inside the building is GMIT’s new Medical Imaging Suite operated by the Enterprise Ireland Medical and Engineering Technology Gateway (MET). Representing a significant investment by Enterprise Ireland, and supported by GMIT, the new Philips Azurion 7 M20 fluoroscope provides state of the art imaging capabilities to industry, research and academic partners. This facility, providing 3D augmented digital fluoroscopy, can be used for device demonstration, evaluation and testing and will also be used to provide training on new technologies and devices for clinicians and staff.

The competition will run until March 1st 2022 with judging taking place until mid-March.
- The winning team will present their designs at the Ireland Skills Live Event in the RDS. In addition, they will receive a day’s “Construction Experience” provided by Technical University Dublin and a TOPCON Complete construction package to include most up to date laser equipment and ½ day instruction, as well as a prize for each of team members.
- The second team selected will also present their design at Ireland Skills Live Event in RDS in March 2022 and a TOPCON Construction package to include the latest equipment plus a half day’s instruction with individual prizes for each team member.
- The third team selected will also present their design at Ireland Skills Live Event in RDS in March 2022 and receive TOPCON measuring equipment, along a prize for each team member.
All entries and team members will receive a certificate of merit in recognition of their work.

TII is responsible for the provision of a safe and efficient network of national roads. While a lot of the associated construction and maintenance activities are carried out on its behalf by the Local Authorities, TII takes direct responsibility for the Road Signing and Delineation on the national road network. TII is supported in this role by teams in a number of National Roads Offices around the country and through the provision of technical services by external consulting engineering companies. TII wishes to appoint an Engineering Inspector – Road Signing & Delineation, reporting to the Senior Project Manager, Network Operations to lead the management and delivery of its Road Signing and Delineation Programme on the national road network. The appointee will have direct responsibility for all aspects of Road Signing and Delineation Programme, ensuring effective delivery and implementation and compliance with prescribed procedures and standards. The promotion of good, leading safety standards and practices on all TII works is a very important aspect of the role.
Transport Infrastructure Ireland Seek Engineer Inspector - Road Signage & Delineation
Role Responsibilities / Requirements:
The role will report to the Senior Project Manager in the Network Management Directorate of TII.
Principal responsibilities will include:
· Lead the management of the TII Road Signing and Delineation Programmes, including delivery of Programme objectives and targets, and provision of regular reporting to Network Operations and TII Board.
· Manage the Sign Maintenance and Delineation Maintenance Contracts to ensure that they perform to the required levels and provide good value for money.
· Responsibility for the oversight and supervision of signing and delineation contracts, ensuring that they are delivered to the required timescales and budgets and adhere to quality standards.
· Oversight and supervision of the Safety aspects of these Contracts and monitor compliance with Health & Safety legislation in respect of internal operations and external contractors. This is a particularly important aspect of the role, as these are direct TII Contracts and are carried out on live national roads with varying cross-sections and traffic volumes.
· Ensure that all aspects of TII schemes, including procurement and financial management, comply with prescribed governance procedures and standards.
· Preparation of budgets and monitoring and controlling of costs against budget, to meet TII’s commitments to its Government Agencies.
· Oversee the collection and analysis of data from the Asset Fault & Management System (AFMS) and lead the integration of this to the TII GIS platform.
· Liaise with Local Authorities, National Roads Offices and Consulting Engineers in the development, delivery and timely implementation of signing and delineation schemes.
· Develop and maintain productive relationships with Local Authorities, National Roads Offices and the construction industry, establishing an ethos which facilitates consistent quality and continuous improvement in the services provided to TII.
· Liaison with the TII Road Safety Team in addressing safety issues on the national road network including delivery of HD15 and HD17 RSI works requirements, and the maintenance and refurbishment of Traffic Calming installations.
· Maintain good working relationships with other stakeholders in the signing and delineation aspects of the National Roads Network, including Department of Transport and An Garda Síochána.
· Maintain strong and proactive working relationships with TII’s other Agents and Contractors such as the Motorway Maintenance (MMaRC) Contractors, PPP Companies and ITS Contractors across the network.
· Administration of the TII Traffic Signs Approvals Procedure.
· Responsibility for ensuring that reports destined for Regulatory and Financing Agencies on his/her portfolio of projects are consistently of a high degree of accuracy, quality and reliability.
· Assist in the development of strategies and plans to help to secure consistent levels of funding for TII’s Signing & Delineation Programmes.
· Assist in the ongoing review and revision of Standards and Manuals such as the TII Traffic Signs and Roadmarkings Dashboard Manuals, TII Technical Standards and the Traffic Signs Manual.
· Assist in the identification of areas where the principles of Sustainability may be enhanced across TII activities to further the embedment of Sustainability and Circular Economy objectives across the organisation.
· Provide full support in all relevant aspects to the Senior Project Manager, Network Operations and Director of Network Management.
· Liaise effectively with the TII Management Team, other members of staff and TII Board as required.
· Provide timely responses to submissions from public representatives and other parties to help TII to meet its commitments in this regard.
· To undertake such tasks, activities or other duties as may be required or assigned as appropriate to the grade.
Education & Experience
The successful candidate will be required to demonstrate the key competencies for an Engineer – Grade 1 position, as well as the following job specific requirements:
- Hold a Degree or 3rd level professional qualification (HETAC Level 8 or equivalent) in Civil Engineering or allied discipline.
- Be a Chartered Engineer with Engineers Ireland, or be professionally registered at an equivalent level with an appropriate professional body, or be in a position to attain such registration within a reasonable timeframe, such timeframe to be agreed with the Head of function.
- A proven track record, with a minimum of 7 years post-graduate experience with at least 5 years’ experience in a senior responsible role in the management of roads related projects.
- The capacity to provide effective leadership in a complex and changing regulatory and operating environment.
- An ability to provide leadership in a multi-disciplinary team responsible for the delivery of roads related projects.
- Experience of leading and managing multi-disciplinary teams of technical advisors, contractors and other resources (both internal and external).
- An ability to develop and foster good working relationships with stakeholders both internal and external to TII.
- A good knowledge of Health & Safety legislation and a strong commitment to road user safety, to staff safety and to the safety of those working on behalf of TII.
- The capacity to remain up-to-date with evolving standards and technologies.
- Proficiency in Contract Management reviewing and auditing contract documents, technical specifications and operational procedures.
· Currently hold and maintain a full driving licence.
