In keeping with government's plans to cut greenhouse gas emissions, Ireland will seek to retrofit one-third of the country's housing stock by 2030. A move that will require a big increase in construction workers.
Ireland estimated last year that binding climate targets for key sectors of the economy to cut emissions by 51% over the next decade would require around 125 billion euros ($143 billion) of private and public investment. read more
Eight billion euros has been set aside to fund up to 50% of the cost of better insulating poorly heated homes and install more energy efficient alternatives such as heat pumps, up from the current level of 30 to 35%, the government said on Tuesday.
More than half of the funding will come from carbon tax revenues - which are set to increase year-on-year - while the government plans to use part of its EU COVID-19 recovery funding to launch a loan guarantee scheme to help cover the balance.
To hit the target of upgrading 500,000 homes and installing 400,000 heat pumps by 2030, the number of annual retrofits will need to increase to an average of 76,000 per year by the second half of the decade from 15,500 completed amid COVID-19 curbs last year.
The plan will require 17,000 workers from the construction sector alone by 2024, up from 4,000 currently. While new state-run reskilling courses will aid this, the head of the Construction Industry Federation said staffing will be a challenge when builders are also trying to scale up to meet an under-supply of new houses.
"The urgent nature of the climate crisis and the energy price crisis means that we must act to reduce our energy use and to reduce the cost of heating our homes," Climate Minister Eamon Ryan said in a statement.

The 10th annual STEPS Engineering Your Future programme is taking place from March – May 2022 and once again, engineering employers are set to join forces with third-level institutions across Ireland to provide Transition Year students with the opportunity to gain insight into the diversity and creativity of contemporary engineering.
STEPS Engineering Your Future is run over three to five days, during which students will attend interactive talks and presentations; get hands-on experience with group-based activities; visit local industry and meet engineers at various stages in their careers.

Are you a male or female TY student and interested in a career in Engineering? STEPS Engineering your Future programme is an engineering programme that will give you a hands-on, fun and practical insight into engineering at third level and as a career.
STEPS EYF is an engineering experience programme that gives Transition Year students a hands-on, fun and practical insight into engineering at third level and as a career.
During the programme, which is run over three to five days, students attend interactive talks and presentations; get hands-on experience with group-based activities; visit local industry and meet engineers at various stages in their careers. STEPS EYF is coordinated by the Engineers Ireland STEPS programme and is hosted by third-level institutes and industry around Ireland.
The Central Statistics Office (CSO) has released figures for New Dwelling Completions in the fourth quarter of 2021. The figures help to provide annual figures for 2021.
Commenting on the release, Justin Anderson, Statistician, said: “A late surge in New Dwelling Completions in quarter four of 2021 brought the annual figure very close to that seen in 2020. In Q4 2021 there were 6,937 completions, bringing the total completions for the year to 20,433. The annual figure was down just 0.5% from 2020, with the fourth quarter figure a drop of 5.3% from that seen for the corresponding quarter in 2020.
Apartment completions have continued to grow in 2021 to 5,107, an increase of 30.3% from 2020. Apartments accounted for a quarter of completions in 2021, the highest proportion since the series began in 2011. There was a 5.3% decrease in single dwelling completions in 2021 and an 8.7% decrease for scheme dwellings. Scheme dwellings made up 52.1% of all completions in 2021, while apartments accounted for 25.0% and single dwellings made up 22.9% of the total.
For Q4 2021, there was a 28.2% increase in apartments from the fourth quarter of 2020, with a 9.5% decrease in single dwellings and 17.4% decrease in scheme dwellings.
Just under a third (30.3%) of completions in 2021 were in Dublin (6,201). The Dublin region, along with the Midlands, the Mid-West and the South East, saw small increases in completions from 2020 to 2021. The highest relative increase was in the Mid-West with a 10.6% increase.
More than three-quarters (77.8%) of apartments completed in 2021 were in Dublin. In Q4, this percentage was 88.2%. In Dublin City there were 906 apartments completed in Q4 2021 alone and 1,782 for the whole year. The Mid-East region had 33.1% (3,523) of the total scheme dwellings in 2021 with 15.1% (1,604) in Kildare alone. Kildare was the local authority with the second highest total number of completions in the quarter (682) and the year (2,027) – just behind Dublin City in both cases.
Blanchardstown-Mulhuddart was the Local Electoral Area (LEA) with the most dwelling completions in 2021 with 712, while the second highest was in Howth-Malahide with 491. For the first time, data is also available annually at a settlement level. There were 20 settlements with more than 100 completions in 2021. Outside of the cities, Dundalk was the settlement with the most completions with 288, with Carlow and Greystones-Delgany next highest with 253 and 200 respectively.
The average new dwelling size index, which is calculated by linking ESB domestic connections to BER assessment and indexed to 100 in 2016, has continued to decline. It was 79 in 2021, the first time this figure has fallen below 80. This was driven by an increase in the percentage of apartments completed and the decrease in size of single and scheme dwellings.”
The Institute of Technology Sligo (IT Sligo) has established the Female Student Network initiative which aims to promote construction-related programmes to females.
The initiative comes at a time whenthere are significant shortages of graduates from construction-related programmes, according to the Construction Industry Federation (CIF), and only 1 in 10 employees are female. The CIF has highlighted that it will be challenging to ensure an adequate supply of graduates to satisfy a growing demand over the next few decades, given that 112,000 additional construction workers will be required.
Trevor McSharry, Head of Department of Civil Engineering and Construction, said:
“With improving health and safety, the use of digital technologies and a focus on collaboration and sustainability, I think a lot of females are now considering construction-related programmes as the sector evolves. Improving gender balance within the construction sector is a key priority for all national bodies, not only to address skill shortages, but also to improve team diversity, inclusion and overall performance. We offer a broad range of full-time programmes including civil engineering, quantity surveying and construction project management and applied technology.”
Lisa Brennan, who was recently recruited from the construction industry as a lecturer, leads the newly established student female network initiative said: “By implementing our networking initiative and providing an all rounded experience for female students, we can increase the appeal for females to study construction related programmes at IT Sligo. This will ultimately help grow the number of graduates from third level and help improve diversity.”
IT Sligo have put in place monthly discussion groups held between female students across the programmes, both full time and online. Presentations from industry-based female guest speakers will also be organised. Regional school engagement will be set up to promote programmes, especially to female students, to increase the awareness of the range of careers available.
The Department of Housing, Local Government and Heritage has published Commencement Notices data for December 2021. Overall in 2021, Commencement Notices for 30,724 new homes were received, a 42% increase on 2020 (21,686 homes). The 2021 total is almost the same as the combined totals for 2016 and 2017 (30,816).
With the exception of 2020, when significant restrictions on home-building existed due to the Covid-19 pandemic, the number of residential homes for which Commencement Notices were received has increased every year since 2015 (the earliest year for which comparable data is available).
Commencement Notices for 1,736 new residential homes were received by Building Control Authorities in December 2021. This represents a 12% on December 2020 (1,549 units). Commencement Notices data indicates the number of homes on which construction commenced in any given month.
A Commencement Notice is a notification to a Building Control Authority that a person intends to carry out either works or a Material Change of Use to which the Building Regulations apply. The notice must be given to the authority not more than 28 days and not less than 14 days before the commencement of works or the change of use. Once validated by the building control authority, works must commence on site within the 28 day period.
