A new phase of Dublin City’s regeneration kicked off last week. Ministers Eoghan Murphy and Paschal Donohoe, along with Lord Mayor of Dublin, Nial Ring, turned the sod on the O’Devaney Gardens development. The first phase will deliver 56 social homes with a budget of more than €20million. This location is one of three sites Dublin City Council is developing for the Housing Land Initiative. In total, this project will provide over 1,600 homes and develop three new urban quarters. Next in line for development are St. Michaels Estate, Inchicore, and Oscar Traynor Road, Coolock.
O’Devaney Gardens is located just west of the City Centre, 3km from O’Connell Street. The development lies between North Circular Road, Montpellier Gardens, Montpellier Park, St Bricin’s Military Hospital and the Oxmanastown/Stoneybatter area. When completed, these residential quarters will comprise of quality homes supported by a range of commercial, community, and recreational facilities.
Originally, the site was developed as a social housing scheme in 1954, with 278 apartments throughout 13 four-storey blocks. In recent years there were plans for development under a public-private partnership between the Council and a private developer. Unfortunately, that deal collapsed in 2008 following the economic downturn. At that time, the site was cleared to make way for the redevelopment; the tenants were rehoused and the blocks demolished. It was 2010 when the Council produced a new Masterplan for the gross site of O’Devaney Gardens.
During the turning of the sod, Minister for Housing, Planning & Local GovernmentEoghan Murphy said: ‘Regeneration goes beyond mere bricks and mortar and in order to be successful and sustainable in the long term, requires the rebuilding of a community and a strengthening of community bonds.’
Minister for Finance, Public Expenditure and Reform, Paschal Donohoe added: ‘This Pathfinder Project, adjacent to both Luas lines and other transport links, has the potential to be a model for sustainable communities, with mixed tenure accommodation, co-located with educational, social and cultural amenities’

It’s time for construction companies to get those thinking caps on. Eoghan Murphy, Minister for Housing, Planning and Local Government, announced the details of a €2 billion Urban Regeneration and Development Fund (URDF).
The fund is part of ‘Project Ireland 2040’, the Government’s National Planning Framework and National Development Plan. Its aim is to drive regeneration in important and underutilised areas within Ireland’s cities, regional drivers and large towns.
The fund is one of four established under the National Development Plan 2018-2027. The Department of Housing, Planning and Local Government is responsible for implementing the fund. There’s €100m available for expenditure in 2019 and an overall allocation of €550 million allocated to the fund up to the end of 2022. The fund will operate on a bid-based grant basis.

In announcing the call for proposals, Minister Murphy urged applicants to submit projects in collaboration. The goal would be to make the best use of the skills and talent available to design creative and innovative proposals. ‘This fund is about backing better and more coordinated planning for future generations in a way that meets the needs of our growing population and economy more sustainably, by re-imagining and turning around the all-too-frequent sight of empty or run-down or poorly utilised areas in the centres of our cities and larger towns. With this fund, we can now choose a better way to live and work and enjoy leisure time and go for real quality of life and make quality places rather than creating more commuting and urban sprawl’

Safety in the workplace is paramount, which is why the Health and Safety Authority (HSA) has just launched a free on-line safety course. The short training programme is titled ‘An Introduction to Construction Safety for Small Contractors and the Self-Employed’. Developed by the HSA with the support of the Construction Industry Federation (CIF), this course provides pertinent information for small construction contractors and raises awareness of the importance of occupational safety, health and welfare in construction.
The 30-minute safety course is completely free and can be accessed through the Authority’s e-learning portal, www.hsalearning.ie. Mainly, this course is designed for small contractors and the self-employed; however, the content also benefits employers and employees working in the construction sector, key duty holders, or those employing small contractors.
Upon completion, learners will be able to:
Presently, HSA research shows that smaller contractors are over 3 times more likely to have fatal accidents than larger organisations. This course ultimately offers learners an insight into the requirements of the Construction Regulations and practical safety and health on site. It mainly highlights key hazards in the sector and is a useful resource, particularly for small contractors and sole traders. Learners can take courses in their own time, and at their own pace. When learners finish the course, a certificate of completion will be available for them if they pass a short assessment.
It's important that managers, tutors, and employers note that this e-course can be delivered to a group of learners using the management facility. Therefore it's possible to register groups of learners to take the course in their own time and remotely monitor their progress.
Contractors seeking to develop a safety statement and/or conduct a risk assessment can do so through the Authority’s free online tool: BeSMART.ie. Tailored for a range of sectors including construction, the site guides users through a simple and straightforward risk assessment process.
