Minister for Further and Higher Education, Research, Innovation and Science, Simon Harris this week addressed the National Economic Dialogue on the skills shortages facing the economy and shone a spotlight on Skills Shortages in Construction which he noted as an industry that faces particular challenges in recruitment.
Minister Harris outlined plans to develop a new pact with businesses across the country to address the issues and to publish a new literacy plan in the summer months.
Skills Shortages in Construction
“The pandemic has accelerated changes to the way we live and work, with a direct impact on the labour market.
“Our work shows the impacts of COVID-19 on the economy have impacted certain cohorts of workers - female, younger - to a greater extent and specific attention will need to be paid to these cohorts in the post-COVID recovery.
“It is vital as we seek to rebuild post-pandemic that people are retrained and reskilled in areas where there are skills shortages or in areas where there will be economic growth.
“Work by SOLAS has found over half of science, engineering and technology companies are having difficulty in recruiting software developers, designers, engineers and technical support staff.
“A third of those involved in construction are facing challenges in recruiting quantity surveyors, civil engineers, site engineers, scaffolders and pipe layers.
“This is in stark contrast to 4% of companies facing difficulties in recruiting accountants and 9% finding it difficult to recruit those in transport and storage.
“It is clear there is a skills mismatch which we need to try and fix. It is critically important Government and industry focus now on the areas where we need people and talent.
“We must acknowledge this last 18 months did not affect us all the same. Over the course of the COVID-19 pandemic, vulnerable groups have experienced increased disadvantage.

International Women in Engineering Day took place on 23rd June. The international awareness campaign aims to raise the profile of women in engineering and to show women and girls the diverse and exciting career opportunities available in this industry.
As the economy recovers from the COVID-19 pandemic, critical skills shortages will emerge in the engineering and technology sectors. There is a huge demand for engineers of all kinds, from civil to support the country’s critical infrastructure needs to mechanical, structural and electrical. There is also a need for a more diverse workforce and therefore has never been more important to inspire and encourage more people, especially women, to study engineering at third-level and to choose a career in engineering.
To celebrate International Women in Engineering Day the Irish Universities Association spoke to six women at varying stages of their career journey in engineering from current student to Executive Dean of Engineering, about why they chose engineering and their experience in the field.

Construction Jobs Expo will return. Meet leading employers in the construction and engineering sectors with job and career opportunities.
The Shandon Hotel & Spa in Donegal will create 50 new jobs as part of a €500,000 investment at the 4-star property, which will see the hotel expand its bar areas.
Work will get underway in the autumn, creating up to 35 jobs during the construction phase. This folows the complete refurbishment of the hotel’s guest lounge which took place in recent weeks.
Shandon Hotel & Spa Create 50 New Jobs in Donegal
“We are delighted that the Shandon is fully booked this summer and that’s a testament to our general manager Carolynne Harrison and our entire team here,” London-based hotel owner Warren McCarthy said as he officially opened the new guest lounge. McCarthy's mother, Breda McCarthy, is from the area and he spent his summers there.
“The lounge and bar works are the latest stage in the improvement of our offering to customers,” said Shandon director and general manager Carolynne Harrison.
“The new bar area will give us more space and improve the amazing hotel views over Marble Hill beach and strand. We plan to carry out the renovation works in November.
“We are actively considering a number of other plans for the hotel and we hope to be able to announce those early in 2022.”
Ms Harrison added: “We have a very busy few months ahead with all rooms sold out until the end of August and advanced bookings for September and October already extremely high.
“I want to pay tribute to all our staff in Team Shandon. They have all endured uncertain times since March last year and it’s wonderful to have everyone back again. There’s a really good vibe about the rest of the summer along this part of the Wild Atlantic Way.”
Four projects have been announced as recipients of a €73 million fund for large-scale tourist attractions in counties Cavan, Donegal, Dublin and Mayo
The four recipients are
- The Shannon Pot & Cavan Burren Park, Blacklion, Co Cavan which receives €4.8 million
- Fort Dunree & Head, Buncrana, Co Donegal – €9.3 million
- “This is Ireland” North City Centre, Dublin 1 – €10 million
- Westport House Estate & Gardens, Westport, Co Mayo – €20.2 million
The projects are expected to directly and indirectly to create 8,000 jobs with over €290million generated from domestic and international visitors.
€73m Tourist Attractions Fund
The €73 million is a mix of public and private funding with some €44.3 million contributed by Fáilte Ireland.
Announcing the four successful projects at the site of the Shannon Pot & Cavan Burren Park Minister Catherine Martin said:
“Today’s significant funding announcement will ensure world-class visitor attractions are created that will attract domestic and international tourists to the four locations which will not just benefit the counties where they’re located but will motivate people to stay longer and explore more widely across the region. This investment in creative and impactful large-scale visitor experiences is critical to strengthening Ireland’s reputation internationally as a must-visit holiday destination and provides a catalyst for further innovation in the tourism sector. This is the most significant investment in visitor attractions ever undertaken by Fáilte Ireland that will have far-reaching national and regional economic benefits.”
Paul Kelly, CEO of Fáilte Ireland added:
“Driving regional tourism growth has always been a key priority for Fáilte Ireland but it is now more important than ever as we rebuild the sector and recover from the devastation of Covid19. The aim of the Platforms for Growth 1 funding scheme is to grow Ireland’s stock of large-scale visitor attractions to appeal to both domestic and international visitors. The standard of applications received for this Scheme was incredibly high and we are encouraged by the level of innovation and creativity demonstrated. The four awarded projects are truly best-in-class. They are diverse, engaging and unique and will help visitors connect with Ireland and bring the country’s vibrant culture, heritage and people to life.”
Initiative Ireland has announced that in, partnership with Fairfield Real Estate Finance, it will lend €600m for the construction of residential homes over the next 3 years.
The injection will enable small, medium and large-scale developers to deliver 5,000 new homes nationwide over the next 3-years, supporting over 3,000 construction jobs and creating 20 new finance jobs at Initiative Ireland.
Minister for Housing, Local Government and Heritage Minister O’Brien TD said, “I welcome news of increased funding competition within the Irish Finance Market, to support the delivery of social and affordable housing, in addition to the creation of new jobs. It is also great to see Enterprise Ireland-backed companies such as Initiative Ireland, successfully attracting and building partnerships with globally recognised firms, delivering and supporting new jobs here in Ireland as we work to stabilise the jobs and housing market.”

In August 2020 the company announced a new partnership with the Credit Union Development Association (CUDA), which will enable Irish Credit Unions to provide funding to Approved Housing Bodies across Ireland. Between the CUDA partnership and the partnership announced today, Initiative Ireland is now positioned to deliver over €1.5 billion of funding to the market over the next 5 years.

The energy company EI-H2 has announced plans to build a “green” hydrogen facility in Cork. Planning permission will be sought for a 50MegaWatt electrolysis plant in Aghada.
The project will create over 85 full-time direct and indirect jobs as the site develops and EI-H2 Aghada hopes to be operational before the end of 2023. The cost has been estimated in the region of €120m.
Green Hydrogen Facility
The completed project will make it one of the biggest green energy facilities of its kind in the world. According to EI-H2, when the facility is fully operational it will remove 63,000 tonnes of carbon emissions annually from Irish industry and power generation.
The Minister for Foreign Affairs, Simon Coveney, has backed the project: “Ireland faces a challenge to decarbonise over the next decade, and a plan like that being put forward by EI-H2 would go some way towards helping us achieve what might now seem like impossible targets.
“Every business in Ireland should be looking at ways to decarbonise, starting with the largest, and working our way through our entire economy.”

The Peter McVerry Trust has announced construction is set to begin on two new housing projects at at Moyross and Southill in Limerick City. It is the Peter McVerry Trust’s largest housing project to date.
The projects are being delivered in partnership with Limerick City and County Council. The Department of Housing, Local Government and Heritage are funding the projects under the Rebuilding Ireland programme.
The projects will see 38 new homes delivered as part of the project. 22 are two-bedroom homes and 16 are three-bedroom houses. 24 will be in Moyross and 14 in Southill. These new units will be factory built and assembled on-site.
It is due to be completed in December 2021.
Pat Doyle, CEO of Peter McVerry Trust said: “We are absolutely delighted to be delivering this hugely important project in Moyross and Southill in partnership with Limerick City and County Council. We have a long-established relationship with these communities even before we opened our first regional office in Limerick in 2016. All the people housed in these new homes will be coming from the local authority housing list and become tenants of Peter McVerry Trust."
Mayor of the city and county of Limerick, Cllr Michael Collins said: “This is a very positive project across our Regeneration areas and will not only bring with it much-needed homes but also training and job opportunities for people in Limerick. The timing of the project on-site gives a much-needed lift to our communities as we emerge from lockdown restrictions and move to accelerate our economic recovery.”
Chief Executive of Limerick City and County Council, Dr. Pat Daly added: “I want to pay tribute to the efforts of the team in working with the Peter McVerry Trust and Department Officials to deliver this modular build housing project as part of our Regeneration programme in Limerick. The key innovation here comes from the fact that the delivery of housing is being directly linked with the creation of employment opportunities in Limerick - this is a real win-win for all concerned.”
Aoife Duke, Director of Housing Development at Limerick City and County Council has welcomed the progression of the plans. “We are delighted to see this project progress on-site for a number of reasons - the homes will be high quality and energy efficient for the householder; the homes will fill out certain sites thereby knitting together existing housing in both areas. In addition to the new housing, the project is an off-site modular build, minimising disruption to the existing communities."
